Yes. There’s Brainf*ck++, and it adds networking and file I/O. Which means it can do IPC. Which means you could, theoretically, develop stuff like 3D games in Brainf*ck++. (Use your imagination.)
Arguably, you don’t really need file input/output; socket-based IPC can handle that.
